Turn over the tapes, FOIC says

A hearing officer for the state Freedom of Information Commission has again recommended that the New Haven Police Department be ordered to provide the New Haven Register with a videotape made by one of the teenagers convicted in the fatal shooting of 13-year-old Jajuana Cole.
